Selling a junk car without a title
No title does not always mean no sale. Every state here has an exception for old cars headed to the crusher.
Each one draws the line in a different place. Tennessee and North Carolina take cars 12 years or older for parts or scrap with a signed statement and your ID. Florida takes cars at least 10 model years old and worth under $1,000 on a derelict certificate. Texas lets a licensed parts recycler buy a car 13 or more years old that has sat unregistered for seven years. Colorado sets no age limit, but the recycler holds the car seven business days and runs the VIN first.
Whatever the route, the sale is for good. The yard reports the car to the federal NMVTIS database as junk, and it never gets a title again.
What holds
All five states
In all five states, the normal way to sell a car to a yard is to sign the title over to it. A sale without a title is an exception, and each state sets its own conditions.
Texas
Texas: if your title is lost, TxDMV can issue a certificate of authority from an Application for Authority to Dispose of a Motor Vehicle to a Demolisher (Form VTR-71-2, $2 by check or money order). A demolisher must accept the certificate in place of a title, and the car can never be repaired, made operable or retitled afterward.
Texas
Texas: since September 1, 2025, a licensed used automotive parts recycler may buy a car without a title if it is at least 13 years old, has not been registered for at least 7 years and is bought only for parts, dismantling or scrap. You sign Form VTR-341-1 and the recycler keeps a copy of your photo ID. TxDMV's reporting process for these purchases (Form VTR-341-2) took effect January 1, 2026.
Florida
Florida: a car valued under $1,000 and at least 10 model years old (counting its model year as year one) is a derelict motor vehicle. A licensed salvage motor vehicle dealer or registered secondary metals recycler can buy it without a title if you and the yard complete the derelict certificate application (HSMV 82137) at the time of sale and you give a copy of your driver license or ID card. The yard holds the car 3 full business days before crushing it, or 10 days if a lien less than 3 years old is on record.
Tennessee
Tennessee: a dismantler, recycler or scrap metal processor can buy a vehicle 12 years or older without a title when it is sold only for parts, dismantling or scrap. You sign a statement that you have the right to sell and that there is no lien, give your right thumbprint and let the buyer copy your photo ID. The buyer reports the car to the state within 24 hours and waits 3 business days before crushing it.
North Carolina
North Carolina: a secondary metals recycler or salvage yard can buy a vehicle 12 model years old or older without a title, for scrap or parts only. You show a photo ID and sign statements that you can lawfully sell it, that it is at least 12 model years old and that it has no lien, and the yard checks NCDMV's online system to confirm it is not reported stolen. The yard reports the car to NMVTIS within 72 hours.
Colorado
Colorado: the recycling statute sets no age limit. A recycler that is not a licensed motor vehicle dealer may take a car for crushing or dismantling from someone who is not the owner on the title, but it must hold the car seven business days and submit the VIN to the Colorado Bureau of Investigation's vehicle verification system before recycling it.
All five states
If your car does not qualify for a no-title sale, replace the title first. Texas: Form VTR-34, $2 by mail or $5.45 in person. Florida: HSMV 82101 at a county tax collector, $75.75 in Marion County before print or fast-title fees, or $78.25 or $85.75 in Okaloosa County. Tennessee: form F-1315201 at the county clerk, $14 plus county fees. North Carolina: MVR-4 signed before a notary, $25.50, with a 15-day wait. Colorado: DR 2539A, $8.20.
All five states
A paid-off loan can still hold up a sale if the lien was never released. Texas lenders have 10 days after payoff to release a lien, Florida lenders must send the lien satisfaction and title within 10 working days after final payment, and North Carolina lenders must release an electronic lien within 7 business days. In Tennessee only the lienholder can request a duplicate title while a lien remains, North Carolina mails a duplicate to the first lienholder unless you include a lien release, and Colorado mails a new title once the lender releases an electronic lien.
Colorado, North Carolina, Tennessee
If you never had a title in your name, some states offer a way to get one, but the car must qualify and it takes time. Colorado lets a buyer title a vehicle 25 years or older without a bond by following checklist DR 2462, and younger vehicles need a surety bond of twice the appraised value. North Carolina offers a bonded title with a bond of 1.5 times the value, but not for vehicles declared junk or parts-only. Tennessee treats a missing title from a prior seller as a civil matter, rejects most certification of ownership requests, and lists a surety bond application as the other route.
Texas, Florida, North Carolina, Tennessee
Selling without the paperwork the law requires carries penalties. Texas makes selling a Texas-registered car without its title a misdemeanor (a $1 to $100 fine for a first offense). Florida makes knowingly selling or delivering a car to a yard without the required title document or derelict application a third-degree felony. North Carolina makes knowingly violating its no-title statute or falsifying the seller statement a Class I felony with a minimum $1,000 fine. Tennessee's seller statement warns that false information can bring criminal charges and restitution.
All five states
Yards check and report the cars they buy. Federal rules require junk yards, salvage yards and auto recyclers to report each month every junk or salvage automobile they obtain to the National Motor Vehicle Title Information System (NMVTIS), with the VIN, the date obtained and who it came from, unless the state or an authorized third party already passes that data on.
All five states
A no-title scrap sale is permanent. Texas applicants certify a VTR-71-2 car can never be retitled, Florida cancels the title record when it issues a derelict certificate, Tennessee's seller statement says the vehicle will never be titled again, North Carolina sellers state the car will be scrapped or dismantled for parts only, and Colorado never titles a vehicle classified as junk.
State by state
| State | What is different | |
|---|---|---|
| Texas | Texas needs the title or a TxDMV certificate of authority (Form VTR-71-2, $2) for a demolisher. Since September 1, 2025, licensed used automotive parts recyclers may also buy title-less cars at least 13 years old that have not been registered for 7 years (Form VTR-341-1). Otherwise, selling a Texas-registered car without its title is a misdemeanor. | Full Texas rules |
| Florida | Florida allows a title-less sale only for a derelict motor vehicle (valued under $1,000 and at least 10 model years old) on form HSMV 82137 with a copy of your ID. A non-owner in lawful possession can use it too, but gives a thumbprint and is paid by check or money order. | Full Florida rules |
| Tennessee | Tennessee allows a title-less sale only for a vehicle 12 years or older sold for parts or scrap, with your signed statement, right thumbprint and a copy of your photo ID. A newer car needs a duplicate title first (F-1315201, $14 plus county fees). | Full Tennessee rules |
| North Carolina | North Carolina allows a title-less sale only for a vehicle 12 model years old or older, with your photo ID, signed statements and a stolen-vehicle check by the yard. Otherwise you need a title signed before a notary, and a duplicate (MVR-4, $25.50) takes at least 15 days. | Full North Carolina rules |
| Colorado | Colorado sets no age limit. A recycler may take a car from someone who is not the titled owner if it holds the car seven business days and runs the VIN through the state's verification system. The titled owner can get a duplicate title on DR 2539A for $8.20. | Full Colorado rules |

Questions
What if my car is too new for a no-title sale?
Replace the title first. Texas charges $2 by mail for a certified copy (Form VTR-34). Tennessee lists $14 plus county fees (Form F-1315201). North Carolina uses Form MVR-4, signed before a notary. Colorado charges $8.20 (Form DR 2539A). A Florida duplicate (Form HSMV 82101) costs $70 plus fees at a county tax collector.
Can I sell a car with a loan still on the title?
Not until the lien is released. Texas lenders have 10 days after payoff to release a lien, and Florida lenders must send the lien satisfaction and title within 10 working days after the final payment. Bring the release with you to the yard.
What happens if I sell without the right paperwork?
Texas makes selling a Texas-registered car without its title a misdemeanor, with a $1 to $100 fine for a first offense, and Florida also penalizes knowingly selling a car to a yard without the required documents. Yards report every car they buy to NMVTIS, so a problem title gets noticed.
